The New Mexico Economic Development Department (EDD) is seeking a General Counsel to serve as the agency’s in-house attorney and trusted advisor to the Cabinet Secretary and Deputy Secretary. This role provides comprehensive legal guidance on contract development and review, Memoranda of Understanding (MOUs) and Agreements (MOAs) for all divisions, administrative rulemaking, Inspection of Public Records Act (IPRA) compliance, and related legal matters. The General Counsel will also coordinate with contract attorneys, the Governor’s Office of General Counsel, and other state agencies to ensure EDD operates with the highest legal integrity.

From guiding infrastructure and site readiness projects to supporting new technology and innovation programs, utility pre-deployment planning, and international trade port development, you will play a critical role in advancing EDD’s mission. Economic Development Infrastructure Program Manager (Albuquerque)

Salary: $44.98 – $71.96 Hourly | $93,552 – $149,683 Annually
Pay Band C12

This position exists to provide high-level program management, supervision, and strategic support for major economic development infrastructure initiatives, including those established through 2025 legislative action. The role oversees implementation and policy research related to the Just Transition Initiative, Site Readiness Development Act (SB169), Trade Ports Development Act (HB19), and Utility Pre-Deployment (SB170). It fills a critical leadership gap in coordinating multi-agency efforts, engaging stakeholders, and managing legislative appropriations related to infrastructure development, economic diversification, and climate-aligned economic policy.


Ideal Candidate:

  • Direct experience in New Mexico state government, especially in managing RFPs, supervising teams, and administering public funds.
  • Understanding of state procurement rules, capital and infrastructure project dynamics, and legislative processes.
  • Skilled in stakeholder engagement, program development, and public speaking particularly in front of legislative bodies.
    Commitment to long-term strategic impact and the foresight to build sustainable systems that last beyond their tenure.
  • Familiarity with economic development, climate and energy policy, and cross-agency collaboration is essential.

 

Minimum Qualification

Bachelor’s Degree in a relevant field of study from an accredited college or university and eight years of professional-level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve years may substitute for the required education and experience.
