The Strategic Economic Development Site Readiness Act establishes a formal process for the New Mexico Economic Development Department to identify, evaluate and certify “shovel-ready” industrial and commercial sites through rigorous site characterization studies.
Managed by a dedicated advisory committee, the program provides grants and loans from the Site Readiness Fund to both public and private partners for critical pre-development activities, such as environmental assessments, engineering, and infrastructure improvements like roads and utilities. By certifying these strategic sites, the state aims to accelerate job creation and economic activity by reducing development risks and ensuring that key locations are fully prepared for immediate investment.

The New Mexico Trade Ports Development Act aims to create a statewide network of high-capacity, multimodal logistics hubs. These districts are designed to leverage existing transportation assets (including interstate highways, class-1 railroads, and airports) to efficiently manage cargo and enhance national supply chain resiliency.
Authorized to operate through public-private partnerships, designated trade ports receive priority for infrastructure funding to develop advanced storage, distribution, and manufacturing facilities. By positioning New Mexico as a premier inland gateway for international and interstate commerce, the program aims to stimulate large-scale industrial investment, create high-quality jobs, and ensure that rural and tribal communities are integrated into the global trade economy.
