Strategic Site Readiness Program - Public Notice

Designation update (2/25/26)

The New Mexico Economic Development Department is announcing that twelve additional sites across the state have been designated as Strategic Economic Development Sites through the Site Readiness Program. This marks another important step in preparing competitive, investment‑ready locations that can support long‑term economic growth in New Mexico.

The designations reflect a rigorous evaluation process conducted in partnership with Global Location Strategies (GLS) and the New Mexico Economic Development Department. Through this program, sites are evaluated to identify and prepare locations for future business development, making it easier for companies to locate and grow in New Mexico.

These twelve new designations, in addition to the first five announced on February 16, 2026, demonstrate NM EDD’s ongoing commitment to strengthening the state’s economic foundation and expanding investment‑ready opportunities across New Mexico. Each site was reviewed for key readiness factors including infrastructure, utility access, workforce considerations, development capacity, and alignment with statewide economic priorities and was confirmed to meet the criteria outlined in the Strategic Economic Development Site Readiness Act.

Designated Sites

  1. 9615 Broadway Blvd. SE — Albuquerque, NM
    ±61‑acre site with 22 contiguous developable acres, immediate I‑25 access, adjacency to BNSF rail, and potential for transload operations. Positioned for industrial or logistics‑focused development. Designated as a Strategic Economic Development Site.
  1. Arrowhead Park — Las Cruces, NM
    ±91‑acre publicly owned site with 9 contiguous developable acres within NMSU’s research‑oriented master plan. Offers proximity to I‑25, limited environmental constraints, and adjacency to a BNSF line 1.1 miles west. Designated as a Strategic Economic Development Site.
  1. Earl Cummings Certified Site — Roswell, NM
    ±40‑acre publicly owned site with 22 contiguous developable acres, I‑2 Heavy Industrial zoning, adjacent BNSF rail, and direct access to US‑285. Environmental and geotechnical due diligence completed. Designated as a Strategic Economic Development Site.
  1. MaxQ @ Kirtland — Albuquerque, NM
    ±70‑acre publicly owned site with 9 contiguous developable acres, mixed‑use zoning supporting office, R&D, and manufacturing. Proximity to I‑25 and Gibson Blvd., with completed environmental due diligence. Designated as a Strategic Economic Development Site.
  1. Milan Industrial Park — Milan, NM
    ±493‑acre publicly owned site with 180 contiguous developable acres, flexible zoning, adjacency to BNSF rail, and quick access to I‑40. Environmental due diligence completed. Designated as a Strategic Economic Development Site.
  1. Rancho Monte Vista — Chaparral, NM
    ±207‑acre privately owned site with 68 contiguous developable acres and access to a larger 1,310‑acre mixed‑use park. Proximity to I‑10 and US‑54, with environmental and geotechnical due diligence completed. Designated as a Strategic Economic Development Site.
  1. Section 36 — Rio Rancho, NM
    ±529‑acre publicly owned site with 315 contiguous developable acres, flexible zoning, proximity to US‑550 and I‑25, and limited environmental constraints. Near the Castelion Corp. Project Ranger campus. Designated as a Strategic Economic Development Site.
  1. Sunset Ready Site — Roswell, NM
    ±30‑acre publicly owned, fully developable site with I‑2 zoning, completed environmental, geotechnical, and archaeological due diligence, and proximity to major roadways. Designated as a Strategic Economic Development Site.
  1. Tamaya Ventures Sites 1, 3, 11 & 13 — Bernalillo, NM
    ±64‑acre publicly owned site with 56 contiguous developable acres, commercial zoning with rezoning available, proximity to US‑550 and I‑25, and minimal development constraints. Designated as a Strategic Economic Development Site.
  1. Upper Petroglyphs Industrial — Albuquerque, NM
    ±694‑acre privately owned site with 280 contiguous developable acres, zoning supporting commercial and light industrial uses, proximity to I‑40, and basic due diligence completed. Designated as a Strategic Economic Development Site.
  1. Village of Questa Business Park — Questa, NM
    ±30‑acre publicly owned site with 10 contiguous developable acres, B‑2 zoning, direct access via Ed Road, proximity to Highway 522, and completed environmental and geotechnical due diligence. Designated as a Strategic Economic Development Site.
  1. Westpointe 40 — Albuquerque, NM
    ±93‑acre privately owned site with 24 contiguous developable acres, NR‑BP zoning, immediate I‑40 access, and completed environmental due diligence. Designated as a Strategic Economic Development Site.
