The New Mexico Economic Development Department committed nearly $1 million last month to help seven New Mexico companies train workers for up to 46 new jobs.

State job training incentive program supports 46 high-wage jobs for November

SANTA FE — The New Mexico Economic Development Department committed nearly $1 million last month to help seven New Mexico companies train workers for up to 46 new jobs.

The approved positions will pay between $26 and $87 per hour, with most of the jobs exceeding the national average hourly wage of $31.48.

The positions are funded through the state’s Job Training Incentive Program (JTIP), a program designed to boost economic development and job growth by offsetting training costs for new hires. In November 2025, the state awarded $969,000 through JTIP for 45 new trainees and one intern.

The program reimburses a minimum of 50% of wages during training, with an extra 5% reimbursement for jobs in urban areas that exceed $28.85 per hour ($60,000 annually) and $19.23 ($40,000 annually) in rural areas. Six of the seven companies funded in November were eligible for this high-wage uplift.

In fiscal year 2025, JTIP assisted 60 New Mexican companies in training up to 1,238 new hires at an average wage of $25.28 per hour.

“The Job Training Incentive Program consistently helps businesses hire New Mexicans at wages that often exceed the national average,” said EDD Cabinet Secretary Rob Black. “When companies can hire and grow, it lifts the whole state.”

Here are the companies that secured JTIP funding in November:

  • Apaluma Inc., Albuquerque, 1 trainee at an hourly wage of $87 for a total award of $50,751. Apaluma is a unified intelligence platform for government data. This is the company’s first JTIP
    General Airframe Support, Inc. was founded in March 2013. In the fall of 2017, the company relocated to Roswell. Since 2021, the company has been approved for seven JTIP awards.

  • General Airframe Support, Inc., Roswell, 2 trainees at an hourly average wage of $64 for a total award of $92,820. General Airframe specializes in supporting commercial and military aircraft with a wide range of services, including airframe maintenance, modifications, and inspections.
  • HarvestIQ, Albuquerque, 2 trainees at an average hourly wage of $80 for a total award of $92,770. HarvestIQ offers a software platform for livestock producers, insurance agents, and brokers to bind and track USDA livestock insurance and CME futures/options. This is the company’s first JTIP request.
  • Jaguar Precision Machine Corporation, Albuquerque, 35 trainees at an average hourly wage of $34 for a total award of $593,684. JPM is a veteran-owned, high-precision manufacturing company providing advanced machining, assembly services, and testing, as well as engineering, to the aerospace, defense, and government markets.
  • Knight Scientific Systems, LLC, Los Ranchos/Albuquerque, 1 trainee at an hourly wage of $44 and 1 intern at an hourly wage of $38 for a total award of $49,350. The company applies modern scientific and engineering methods to solve complex national security and commercial challenges.
  • MINDSET Integrated Co., Albuquerque, 3 trainees at an average hourly wage of $48 for a total award of $81,741. The company provides quantitative analysis of brain MRI data, forensic neuroscience coordination, and AI software.
  • Passages International, Inc., Albuquerque, 1 trainee at an hourly wage of $26 for a total award of $8,320. The company is a manufacturer and distributor of biodegradable and eco-friendly funeral urns and caskets.
